Maybe, depends on the LED load & your system's sensitivity. 

 

Try it without a load resistor,  if you get a "LAMPF" or "LAMPS" showing on your dash then you will probably have to add a load resistor in parallel.

Usually you add resistors in series to increase resistance, so current draw increases, so monitoring is satisfied with the high enough reading. Am I wrong?

Usually you add resistors in series to increase resistance, so current draw increases, so monitoring is satisfied with the high enough reading.       Am I wrong?--  In a word, yes. 

 

He needs to add  load so adding resistance in parallel does that. (he needs to DECREASE resistance not add resistance). 

 

Adding resistance in series would decrease the light intensity as the series resistor would act like a dimmer control.
