brake light not working but tail light does???

Is this a bulb issue or something else? Neither the front or rear brake pedal will make the tail light brighten. Where should I look first?

There are two separate bulbs. The tail light does not brighten. Check the brake light.

Happened to me when the ABS wasn't working, brake lights weren't lighting up either. Bad junction in the ABS system, but took a shop awhile to find the problem.
