They also said you would have to be doing something pretty stupid to be affected by it, something more than the average ticket. Link to comment

If enough VA residents don't do enough stupid things, how are they going to raise revenue? That was the purpose. Might be pressure to redefine 'stupid' to keep $'s coming in. Link to comment
