Check the seal, before you buy a bottle of fluid?

Usually I don't bother to remove the cap and check the seal on a bottle of anything before I buy it. But maybe I should.

I went to K-Mart, because it was one of the few stores open on Easter Sunday, to buy brake fluid for my truck. Before heading to the cashier, I just happened to notice something slightly odd about the cap, so I removed it and I saw that the foil seal had been peeled back.

I'm guessing somebody bought the bottle for $1.49, used part of it, refilled it with who-knows-what to make it seem full, put the cap back on, and then took it back to the store to get a refund of their $1.49.

The second bottle I checked on the shelf had that problem, too.
