The British rulers have decided the world is safer for rulers if no manly men exist in the realm. For over a decade punishment for standing up like a man has been far more severe than for the bullies, psychopaths and sociopaths who prey on weak people. What you say may be true but it's beside the point here. Since the threat to him was over, he can't chase them down and use his vehicle as a weapon.
