Is it shifting due to customer demand? Or is it shifting due to government mandates?

And is the market really shifting?

Nobody mandated that gasoline powered automobiles replace horse and carriage, it just grew naturally out of customer demand. I've not talked to one person yet that really wished for electric motorcycles, and certainly none that have said electric should replace all gas powered motorcycles.
