Is the goal of speed enforcement to encourage lower speeds, or build revenue? Seems more of the latter with arbitrary and capricious punishment.

Can one phone a friend and warn them? Can someone that lives on the road warn drivers before they get to the camera, either with a sign or by standing out there and indicating to slow down? Where does the line get drawn on becoming a police state?
