TPS Settings - is ZERO really 0

I pulled a TB off one of my working bikes that still had the blue paint on both at the TPS and the butterfly set screws. 

 

Testing per the Zero=Zero

With key on, not started, no cables and everything as is...

Off the #1 pin in idle position I had 0.358v.

Off the #3 pin in full throttle position I had 3.809v. 

 

Then (without touching the TPS) I slacked the butterfly set screw off untill it wasn’t touching and light moved the throttle back and forth to rest softly against the body (Zero Position). 

 

Off the #1 pin in “Zero” position I repeatedly had 0.191v.

 

So is Zero=Zero really Zero (0.010v)? Is my blue painted settings grossly different from other’s OEM settings?

 

I have another bike that the previous owner really screwed up the TB setting but I’m not really asking for help on that. Just trying to understand.

O=O isn't correct, we have known that for quite a while now.  If you want the exact O=X voltage then give (roger 04 rt)  a PM as he has done quite a bit of testing/measuring on this.

240 mV is the magic number for zero degrees throttle. At 190 mV you’re in good shape. It was probably 240 when new but shaft wear closed it a bit.
