Hard-packed and a short middle section that's paved. Nice scenery, it's called Kebler Pass. These pics are looking east to west, would be just as nice going the other way. It is a dirt "highway" meaning that it is a well maintained and frequently graded road intended for not just SUVs, but ordinary cars. It drops you off right in the middle of town in CB. If you don't have fully integrated brakes and are able to use your rear brake only, it will be fine. The road (trail?) really isn't that bad, but you can imagine the pucker factor when putting on the front brake (intentionally or not) sitting on a six hundred pound, fully loaded beast on an unpaved road. Yes, you can camp anywhere in a National Forest. You might not be able to have a campfire. You should check with a ranger before building a fire. Link to comment
