broken wires in harness

I just picked up our department's 07 RTP 1200 after being worked on in the local shop. The paperwork indicates multiple wires broken in the harness which leads to the right handlebar pod. I lost the rear emergency lights, right turn signal and high setting wire for the heated seat.

 

I have to wonder why an 07 would suddenly break multiple wires in the same harness. My guess is those wire ties from Germany were put on with too much pressure.

 

BTW, the warranty expired last Spring. $720 to fix! That shouldn't have happened!
