In the 90's there was case in Finland where the local police pulled over a car with a very intoxicated man on the passenger seat (he had a driver's license) and a sober but legally blind man on the driver's seat (obviously with no DL).

The two had concluded that the man with a driver's license was too drunk to drive so the blind one better get behind the wheel...

They were reported returning from soccer practice, and:

CHP investigators have not been able to interview Froylon Zamora Gonzalez to learn why Jose was driving, said officer Stefanie Buck, who works in the CHP Porterville area office. It does not appear drugs or alcohol were a factor in the crash, she said.

It appears there is no excuse whatsoever for the situation. It's one thing for an 11-year old to go for a joyride - kids just do crap like that. This kid didn't just hop behind the wheel - he was enabled by two (theoretically) able-bodied adults who SHOULD have known better.

I feel sorry for their family. To my mind - the kids (even the driver) were the real innocent victims - the adults made an informed choice, and have suffered the harsh, but avoidable consequences. I'm REALLY glad that the other driver was only mildly hurt, though I'm sure he'll suffer from this tragedy haunting his sleep for a long time.

Obviously the CHP needs to do some background investigation but perhaps this 11 year old had a natural skill and ability to drive on uncongested farm roads around this migrant farm worker community?

Aren't children from farm worker families expected to work at a very young age? Perhaps the family depended on his driving and intentionally taught him how so the adults could earn a living in the fields?

Maybe one car is shared by multiple families and the boy was needed to drive it back from the field so others could use it?

Perhaps some poor farm workers from Mexico do not know how to drive? Maybe an 11 year old who is born in the USA and has assimilated with American culture probably possesses better driving skills than his parents.

Tragic but unskilled, uneducated, destitute people sometimes make desperate life choices.
