That depends on the O2 sensor, not the CCP. It is in turn dependent on throttle position. CCP deptermines which base map to be modified by the various sensors, lack of CCP is just a different map.

Open/closed loop is dependant on throttle opening and RPM range. Engine is closed loop at moderate (up to 13% throttle opening) and low RPM < around 4.5K. Above that and at idle engine runs open loop.

It is open loop, it ignores the oxygen sensor. It expects the input of a manually adjustable "CO pod". If not present, it goes into a fallback program that is not that bad. No CCP and installed CO pod was the standard form on European/Canadian bikes from '96 to ??.

In SAfrica I think all the R1100 series were "no cat" and CO adjustable bikes - thats why I acquired one of the last 1100RT's on the floor. I had to push my way through a forest of new R1150RT's to view "my" bike and I've never regretted it.

No, that is wrong. You still get sensor input corrections just none from the O2 sensor because the ECU no longer expects an O2 sensor input. All the other sensors, TPS, air temp, barometric pressure, oil temp still work and modify the base map output. None of the other sensors provide feedback as to the mixture thus the system is still "open loop".
