I definitely prefer parking lots that you pay when you leave. It elminates the whole guessing game. Defnitely a poorly conveyed message. It would be much better ot post it with a time table showing arrival time ranges, then the costs needed for different anticipated departure times. the human mind like nice, clean, simple charts and tables, not 4 paragraphs describing the "rules".
