The woman in the film might also be shown wearing a seat belt. Clearly by the vehicles as well as the bikes, clothing and the reference to 1992 this film is from 1993! The CA seat belt law was passed in 1986 with a 10 year sunset clause. So I guess the film makers were taking their liberties with that clause! January 1, 1993 changed the seat belt law from secondary to primary, with the 1996 sunset clause remaining. Link to comment
