Insurance and Registration Question

My son lives in NYC. He is licensed in NY. He keeps his GS at my home in Delaware. His intentions are to keep the bike here.

 

I know there are people on this board that keep bikes in different states. He'd like to register the bike and insure it in Delaware. We both think that he can't do that, but I thought I should at least tap into the wisdom available from the members here.

I believe he will need proof of residency in DE to be able to register it there.
