Morning Mark You can cut it off but it c-a-n be removed with some effort & ingenuity. I have removed them before by using a small screwdriver inserted between the outer end or the rubber & the expanded end of the shift lever. Once the screwdriver is inserted then spray rubber lube, soapy water, or even WD-40, into the gap provided by the screwdriver. Then start turning the rubber while pulling outward (leave the screwdriver in place). If enough lube is used (personally I use a dedicated rubber lube) you can start working the rubber over the expanded end of the shift lever post like a tire machine removes a tire. Sometimes they will spin/pull right off & other times it will test you. 1
