As to the latter—camping—folks are welcome to stay at DART HQ. Basically a patch of grass, with a passable shower and toilet in the barn. Quite a few folks availed themselves of this opportunity last year, and the only hazard proved to be a golden retriever who doesn’t really understand boundaries (sneaking into tents).

Apart from that, Prairie du Chien is a popular tourist destination and has a number of hotels or motels: https://business.prairieduchien.org/list/ql/lodging-62. Captain’s Cove Motel is not listed on that website, but is about a mile away, at the bottom of our hill: https://www.captainscovemotel.com. It’s a vintage motel, but well maintained. No breakfast. 

Among those listed on the Chamber of Commerce website, the Waterfront and River District hotels are certainly the nicest, but also the most expensive. They’re located in the main business district, so there are a handful of restaurants within walking distance. 

It wouldn’t hurt to book now, if you haven’t already. All of these places tend to fill up in the summer months.
